Refinances with no maximum loan to value will soon be available through HARP 2.0. This government directed refinance program will allow refinancing Fannie Mae and Freddie Mac owned loans with no regard to loan to value.
The details of the process is due out about March 17. President Obama had this to say about the program:

The first thing to do is to find out if you are eligible for the program and that means finding out if you have a Fannie Mae or Freddie Mac owned loan.
